The character is Kaguya Otsutsuki. Kaguya Otsutsuki is a character who might be regarded as the primary cause for the numerous events and conflicts that occur in both the manga and anime.

Kaguya Otsutsuki’s Power And Abilities
Kaguya Otsutsuki was an Otsutsuki Clan member and the female head of an Otsutsuki Clan branch family that included her children Hagoromo and Hamura. Long before the secret villages were established, during an era of never-ending strife, Kaguya ate the fruit of the God Tree and became the first wielder of chakra on Earth, later combining with the tree to form the Ten-Tails. Kaguya had otherworldly abilities long before she ate the fruit of the God Tree. She was capable of intergalactic travel, putting people to sleep, hypnotizing them, erasing their memories, and even unleashing a strong shockwave from her eyes capable of blowing people away or maiming them.
Kaguya has displayed extraordinary skills such as merging with nature to manipulate the environments of her dimensions, such as ice and snow, flight, and, in the anime, the capacity to understand a person’s thoughts and feelings.
Why Can No One Defeat Kaguya Otsutsuki
In the Naruto series, Kaguya is the most powerful character. She acquired godly accomplishments after swallowing the entire Chakra fruit from the God tree for herself, making her an invincible force in Naruto. She is the true reason Shinobis and their different Jutsus exist because she is the origin of all chakra formed on Earth. Kaguya is as powerful as a God, a character capable of destroying an entire planet, due to her heritage being from a heavenly clan and the link she shares with the God Tree. Because Kaguya is immortal, she was sealed so that no one could murder her. Releasing her chakra might cause tremendous shockwaves.
As the first person to use chakra on Earth, Kaguya can absorb any jutsu she comes across. All these feats make it impossible to defeat her, and Naruto even in his full Baryon Mode cannot be enough to fight Kaguya.
