One of the most popular anime series in history, Naruto has been around since 2002 when the first episode came out and since then, it has developed a huge fan base which is one of the biggest in the world. It’s all thanks to the protagonist of the series, Naruto Uzumaki. Naruto Uzumaki is a shinobi from the Uzumaki clan of Konohagakure. On the day of his birth, he became the jinchuriki of the Nine-Tails. After joining Team Kakashi, Naruto worked hard to acquire the village’s approval while pursuing his aim of becoming Hokage.
After he fought the hard battle of becoming the Hokage, he was declared as the most powerful Hokage in the history of Konoha. He developed a legacy as time passed which was worth his struggles. But still, he could not keep up with the promises he made during his journey. These left a stain on his Legacy.
Naruto’s Promise to Nagato
Nagato was the leader of a group of villains known as the Akatsuki. He destroyed the leaf village and was on the verge of becoming a true evil incarnation until he met Naruto. After meeting Naruto, Nagato asked him how he would achieve peace. He agreed to answer if he heard Nagato’s story of how he would attain peace. Naruto admitted that Nagato’s approach made sense after hearing his tale, but he finally rejected it in favor of his own method. He then vowed to bring true peace to the ninja world by breaking the cycle of vengeance and hatred that has plagued it for so long.
Nagato ultimately trusted Naruto and left the mantle of peace in the world and his village -The Hidden Rain in his hands. He believed that if someone could achieve peace in a non-violent way, it would be Naruto.

Naruto Failed in His Promise to Nagato
After becoming Hokage, Naruto got deeply stuck in his duty. He focused on his goal to achieve peace by forming an alliance with other nations. But his duty and his role were so big and important that he forgot about his promise to Nagato. All reconstruction projects within the Rain Village came to a halt. Boruto(another anime of the Naruto franchise) introduced Garashi Tono, a Rain Village resident who explained that the village continued to deteriorate after the war. People continued to suffer, and no one intervened to assist them.
This led to the belief among fans that Naruto failed in his promise to Nagato and his legacy got stained in a huge manner. The only time he talked about the village was when he dispatched Sasuke and Sai to examine Kara. When he finally learns about the Rain Village’s poor situation in the later part of the story, he offers to aid with its rehabilitation.
