The reason was live action always had a history of ruining the work of authors and studios and making the series look like a joke. However recently Eiichiro Oda has revealed that Netflix made him a big promise and that was the reason he allowed the production to start.
In an announcement Tweet, Oda sensei revealed :
Netflix has committed enormous resources to the production. It was announced that the show will launch in 2023 but they have promised me that we won’t launch until I am satisfied.
This was the turning point which made the One Piece live-action successful.

One of the major reasons for the failure of live-action series has always been due to changing the storyline and scripts. We all know Oda sensei is a perfectionist and he could not bear to see his hard work of decades going to waste therefore it took him many years to be convinced.
